AFRIQUE: Désoccidentaliser l’aide

Vue d’Afrique, où elle s’exerce de manière emblématique, la solidarité internationale est parfois perçue avec ambivalence : soutien précieux ou facteur de domination culturelle ?

L’Afrique attire la solidarité internationale depuis les années 1960. Toutefois, les actions menées, notamment par des organisations non gouvernementales (ONG) occidentales, n’évitent pas toujours l’écueil d’un certain paternalisme. Dans la conception et la mise en œuvre des programmes de lutte contre la pauvreté ou contre les pandémies, par exemple, les réalités et les cultures locales sont parfois méconnues. Or les sociétés africaines disposent des forces et des ressources qui permettraient une plus grande pertinence, et donc une meilleure efficacité, de l’action internationale.

Les institutions continentales, en premier lieu l’Union africaine, adhèrent aux principes définis par la déclaration du millénaire adoptée par l’Assemblée générale de l’Organisation des Nations unies (ONU) le 8 septembre 2000 : « Ceux qui souffrent le plus ou qui sont particulièrement défavorisés méritent une aide des plus favorisés. » Cette vision correspond aux valeurs traditionnelles africaines, qui accordent une place importante à l’entraide et à la cohésion des communautés humaines. Selon la philosophe ivoirienne Tanella Boni, la solidarité est contraire à l’individualisme pensé au XIXe siècle par Alexis de Tocqueville : c’est un ensemble de comportements altruistes et de valeurs spécifiques liées aux coutumes locales (1). Elle souligne que « l’usage du mot “solidarité” n’est pas réservé à quelques experts en développement ou à quelques initiés dans un autre domaine ».

Sur le continent, des associations — plus ou moins formalisées — ont toujours existé pour coordonner les efforts des individus contre les difficultés qu’ils rencontrent. On est élevé dans l’idée que l’on doit tout à une famille, par exemple, et que, par conséquent, on a une dette morale envers elle : prise en charge matérielle des parents, soins de santé, entraide agricole, partage des ressources alimentaires, etc. Les formes de services sont dictées par le mode de vie communautaire.

Cette approche repose sur des acquis historiques dont la validité s’est toujours confirmée, indépendamment des changements sociaux ou des horizons temporels. Elle se manifeste dans l’Afrique moderne en milieu tant rural qu’urbain. Elle s’inscrit dans la continuité, loin du modèle conjoncturel libéral auquel souscrit la solidarité internationale. Dans cette perspective, Boni précise : « Ceux qui imaginent et conçoivent des rapports entre humains d’horizons divers n’admettent pas la réciprocité dans la relation. Il y a par exemple “ceux qui aident” d’un côté et de l’autre “ceux qui sont assistés”. L’agir solidaire, dans un ordre mondial déséquilibré, est celui qui, d’emblée, pose les humains sur un même plateau, avec la finitude et la vulnérabilité de chacun, quelles que soient leurs appartenances et provenances. L’agir solidaire prend donc en compte un destin commun, et cela ne peut se faire que par le détour de l’idée de reconnaissance (2). » Aujourd’hui, l’aide mondiale résulte, en grande partie, des manquements de l’Etat (lire « L’accordéon de la philanthropie globale ») : moins la puissance publique accomplit ses missions fondamentales, plus la société doit s’organiser.

Parce que la solidarité est de plus en plus intégrée dans la superstructure onusienne, les ONG peuvent être perçues comme l’incarnation d’un ordre mondial, comme des vecteurs de la domination. Elles peuvent être accusées de néocolonialisme. Si l’on prend l’exemple de quelques ONG françaises, telles que Médecins du monde ou Handicap International, on remarque qu’aucune n’a fait émerger d’association locale. Elles mènent des actions qui ignorent les valeurs et les pratiques de chaque contexte. A ce jour, les appels à proposition d’EuropeAid (le cadre d’intervention de la Commission européenne) prennent déjà en compte cet aspect, en obligeant les ONG internationales à avoir un partenaire local.

Le système de la Croix-Rouge, lui, essaie de s’adapter. Il repose d’abord sur les ressources locales. Il existe une société nationale de la Croix-Rouge ou du Croissant-Rouge qui agit directement dans chaque pays.

Les projets portés par des ONG présupposent souvent une trajectoire unilinéaire de développement sur le mode occidental. Ils sont conçus pour formater les sociétés où ils sont exécutés — pour la plupart, des Etats fragiles et sans moyens financiers. On peut d’ailleurs observer que l’aide internationale contourne systématiquement les Etats pour faire exécuter ses projets par les ONG. En outre, celles-ci promeuvent une démocratisation rapide et une égalité des droits conçues par l’Occident, sans tenir compte des valeurs et des trajectoires des sociétés. Dans les années 2000, certaines campagnes pour l’utilisation du préservatif comme moyen de lutte contre la pandémie de sida n’ont pas été préparées avec les autorités des villages ou les associations locales. Elles ont alors été mal reçues par les populations rurales, par exemple au Cameroun.

Les intervenants humanitaires reproduisent un modèle biomédical, exportant un certain type de rapports entre le soignant et le malade. « Marquée par l’ethnocentrisme, explique l’ancien président de Médecins du monde Pierre Micheletti, la relation humanitaire renvoie également à la complexité du don et à la notion de victime. » Dans le cadre des interventions d’urgence, des impairs sont aisément commis. « Imprégnées d’une culture enseignée dans les universités occidentales, poursuit-il, les équipes médicales interviennent d’une manière qui ne respecte pas toujours les soignants nationaux ni les représentations que les personnes prises en charge ont de la santé et de la maladie. Entre des pratiques de SAMU et une médecine vétérinaire de catastrophe, il y a une marge qu’il faut surveiller (3). »

A l’inverse, l’intervention des ONG peut contribuer à l’ouverture de régimes autoritaires. Certaines ONG, comme Human Rights Watch ou Amnesty International, parlent là où l’on se tait, ou pis, là où l’on fait taire. Depuis peu, le Comité catholique contre la faim et pour le développement (CCFD - Terre solidaire) et Transparency International font le lien entre corruption des élites politiques et pauvreté croissante. Ils recommandent la « bonne gouvernance » et la démocratisation.

Mais, en réalité, les ONG ne sauraient résoudre par elles-mêmes l’ensemble des problèmes suscitant leurs multiples interventions, qui sont la plupart du temps d’origine politique. Dès lors, elles s’intéressent aux politiques publiques. Cependant, exercer une influence dans ce domaine peut être perçu comme une ingérence. Ainsi, le discours des ONG est parfois mal perçu par les tenants du pouvoir, car il les rappelle à leurs devoirs. Au Kenya et au Zimbabwe, les gouvernants ont beau jeu de dénoncer un complot occidental contre des Etats souverains.

Si la manœuvre est grossière s’agissant de régimes autoritaires comme celui de M. Robert Mugabe au Zimbabwe, il n’en reste pas moins que le mouvement humanitaire international est dominé par des ONG occidentales. Cela tient aux moyens financiers mis à leur disposition, à la médiatisation dont bénéficient leurs actions, mais aussi à une gestion d’équipes sur le terrain très encadrée par des « lignes directrices » ou des « feuilles de route » établies par les organisations internationales, notamment financières.

La solidarité se transforme en obligation morale d’intervention pour les uns et en assistanat pour les autres. A dire vrai, cette donne ne correspond plus aux équilibres internationaux, compte tenu des nouvelles compétences locales, et notamment de l’organisation des sociétés civiles africaines. La prise en compte des perceptions locales par les ONG est nécessaire à la légitimité — comme le plaide Micheletti (4) — et à l’efficacité de l’action. Ne faudrait-il pas dès lors désoccidentaliser l’approche de la solidarité internationale ?

BENIN - Voici la preuve que Boni Yayi n'aime pas les industriels et les artisans béninois: Il offre un wax hollandais à Michelle OBAMA

 

 

A l'heure de la mondialisation, chaque pays s'efforce d'aider ses entrepreneurs à gagner de nouveaux marchés, outre le protectionnime de certains. Le Bénin, berceau du vodun, regorge d'artisans expérimentés. Boni Yayi aurait donc pu offrir un produit local, typiquement béninois à Michelle OBAMA.

 

En offrant un produit et une marque hollandais à la Première Dame américaine, Boni Yayi montre à ses prestigieux hôtes que son pays ne produit rien et n'a rien à offrir. C'est vraiment triste mais pas surprenant de la part de celui qui brade les distinctions béninoises au premier quidam venu.

 

Nous ne le soulignerons jamais assez. Chaque fois qu'un Président français voyage, son avion est rempli d'hommes d'affaires qui vont arracher des marchés pour le développement des entreprises hexagonales. Yayi a beau fait plusieurs fois le tour du monde depuis qu'il occupe le fauteuil du Palais de la Marina, il n'amène dans son avion que des administratifs improductifs, voire des députés analphabètes.

 

Comme tous les béninois, nous avons vu à la télé yayiste des balles de coton embarquées sur les navires. Combien de béninois connaissent la destination finale ? Qui sont les acheteurs du coton béninois ? Qu'offrent-ils en retour en termes d'infrastructures et de pôle de développement à notre pays ?

 

Enfin, combien de cadeau Yayi a-t-il reçu depuis sept ans ? Quels en sont les destinations ? Au lieu de se pavaner dans le pays, la bible dans une main et la fornication dans l'autre, Yayi devrait aller à l'école de la vertu.

PS. Autre absurdité des guignols qui dirigent l'Afrique, le gabonais Ali Bongo a offert le cadeau le plus cher (52.695,00 $) alors que les trois quart de ses compatriotes crèvent la dalle !!!

The list also includes shirts, pens, sculptures, quite a few rugs (way to think outside the box, Afghan leaders!), the occasional flavored liquor, a deluxe package of items linked to the Polish-made video-game "Witcher 2: Assassins of Kings" and one small sword.

The State Department’s office of the chief of protocol on Friday released the list of presents American government officials received from foreign government officials.

Not to worry: The Obamas won’t be keeping the $52,695 gift from Ali Bongo Ondimba, president of the Gabonese Republic. Like most of the items bestowed on the first couple, Ondimba's gift—a “14″ blue mask sculpture by Daum, on a 10″ black and silver stand, enclosed in 34″ x 16″ x 13″ red box” is at the National Archives. The U.S. requires all such gifts to be reported and turned over to the archives or other institutions for display. These are not, in short, bribes.

O.N.U. : Les limites d’un traité sur les armes

Les pays exportateurs sauvent leur peau

  

 

Certes moins romanesque que les mensonges « les yeux dans les yeux » de l’ex-ministre français du budget, Jérôme Cahuzac, mais plus réjouissant : l’adoption mardi soir, par l’Assemblée générale des Nations unies, à une très large majorité, d’un premier traité sur le commerce international des armes dites classiques ou conventionnelles. Aux termes de ce texte, qui était en discussion depuis sept ans, chaque pays devra désormais évaluer, avant toute transaction, si les armes vendues risquent d’être utilisées pour contourner un embargo international, commettre un génocide ou des « violations graves » des droits humains, ou être détournées au profit de terroristes ou de criminels.

 

En dépit des cris de victoire du secrétaire général de l’ONU M. Ban Ki Moon qui évoque « un succès diplomatique historique » supposé donner « un nouvel élan bienvenu à d’autres efforts de désarmement », l’adoption du traité n’est qu’un commencement :

- Le texte, adopté par cent cinquante-quatre voix pour, trois contre et vingt-trois abstentions, doit à présent être signé et ratifié par chacun des pays : il n’entrera en vigueur qu’à la cinquantième ratification, ce qui pourrait prendre encore plusieurs années.
- Le consensus général des cent quatre-vingt-treize pays-membres de l’ONU n’a pu être obtenu en raison de l’opposition résolue de trois Etats, à savoir la Syrie, la Corée du Nord et l’Iran. C’est pourquoi il a été décidé d’en passer par un vote à l’Assemblée, où il suffisait de réunir les deux tiers des voix, ce qui — politiquement — est cependant moins fort qu’une adoption par consensus.
- Parmi les vingt-trois pays qui se sont abstenus, il y a surtout des pays émergents, dont certains des principaux exportateurs (Russie, Chine) et acheteurs de ces armes (Egypte, Inde, Indonésie).

Acteurs non-étatiques  

Le traité, même s’il concerne une large palette d’armements, exclut les équipements destinés aux forces de l’ordre, les transports de troupes (même blindés), les drones, une partie des munitions et pièces.

Explicitement, le texte ne fait pas référence aux livraisons d’armes à des « acteurs non-étatiques » (tels que les rebelles en Tchétchénie ou en Syrie), qui est la raison invoquée par Damas pour voter contre, ou encore par la Russie pour s’abstenir.

L’Inde, un des principaux acheteurs d’armes actuels, considère par ailleurs ce traité comme « déséquilibré », car privilégiant les exportateurs au détriment des importateurs, et permettant aux premiers d’annuler unilatéralement des contrats de livraison d’armes sur la base de soupçons souvent invérifiables.

Mauvais signal  

Les Etats-Unis, traditionnellement réticents à tout ce qui peut entraver un commerce des armes dont ils restent les champions dans le monde [1], ont obtenu que les munitions (dont ils produisent la moitié des volumes vendus dans le monde) bénéficient de contrôles moins stricts.

Le gouvernement américain a finalement voté en faveur de la résolution ouvrant le traité à la signature. Pour autant, cela ne garantit pas que le Congrès ratifiera le texte, en dépit de la satisfaction exprimée par le secrétaire d’Etat John Kerry pour qui l’accord « n’empiète pas sur la Constitution américaine » (qui garantit à tous citoyens américains le droit de posséder une arme, y compris de guerre).

En outre, l’annonce par la France et le Royaume-Uni, à la mi-mars, de leur intention de fournir des armes aux rebelles syriens — quitte à violer l’embargo imposé par l’Union européenne — ne pouvait pas plus mal tomber, à l’heure où les délégués aux Nations-unies entamaient leur dernier round de négociations sur ce projet d’accord.

Volumes considérables  

Les organisations non-gouvernementales (ONG), qui se sont battues depuis une quinzaine d’années pour obtenir l’examen et l’adoption de ce traité, préfèrent insister sur les progrès réalisés, même si elles relèvent des ambiguïtés :

- Une écrasante majorité d’Etats a voté « pour », bien au-delà des deux tiers nécessaires.
- La majorité des armements, y compris « lourds », entre dans son champ d’application, qui s’étend du fusil d’assaut aux avions et navires de guerre, en passant par les missiles, les chars, etc.
- Les volumes de transactions concernés sont considérables : les estimations vont de 70 à 80, voire 100 milliards de dollars chaque année, avec une augmentation globale de 17 % des transferts internationaux d’armes conventionnelles sur la dernière décennie, selon les données communiquées il y a quelques jours par l’Institut international de recherche sur la paix de Stockholm (SIPRI).
- Selon Louis Belanger (Oxfam), l’un des porte-parole de la coalition Control Arms, « c’est une grande victoire face aux dictatures et aux gens qui utilisent les armes pour brimer les droits humains : cent cinquante-quatre gouvernements sont pour, on ne peut pas envoyer un message plus fort que cela… On n’a pas de traité en ce moment, ni de loi internationale qui réglemente le commerce des armes, alors que l’on a des règles sur les voitures, sur les vêtements… [2] »
- Anna MacDonald, en charge de la thématique des armes à Oxfam, se réjouit que « depuis les rues d’Amérique latine jusqu’aux camps de déplacés à l’Est du Congo, en passant par les vallées d’Afghanistan, les communautés vivant dans la peur des attaques rendues possibles par un commerce des armes non régulé puissent maintenant croire en un avenir plus sûr ».

Lobbies industriels  

Cependant, des bémols conséquents sont à souligner, exprimés par les mêmes ONG :

La négociation a donné lieu à des compromis dangereux, selon Nicolas Vercken, d’Oxfam France : « Au-delà de ses belles déclarations en faveur du respect des droits humains et d’une transparence accrue, la France n’a eu de cesse de poursuivre son véritable objectif : aboutir à un traité que les Etats-Unis, la Russie, la Chine et l’Inde pourraient éventuellement signer, comme le souhaitaient les lobbies industriels. Cette posture dans les négociations a eu un prix, celui d’ambiguïtés et de compromis potentiellement dangereux, notamment sur le contrôle des munitions, la possibilité de déroger au respect des droits humains et du droit international humanitaire, ou encore la possibilité de contourner les obligations du traité dans le cadre d’accords de coopération et de défense [3]. »

Au milieu du gué  

Selon le directeur de l’Observatoire des armements, Patrice Bouveret, également membre de la coalition « Contrôlez les armes », les ambitions contradictoires du traité en marquent les limites :

« Certes, le traité, en son article 6, rappelle l’interdiction d’autoriser tout transfert qui violerait un embargo ou contreviendrait aux obligations découlant des accords internationaux dont l’Etat exportateur est signataire. Mais en demandant l’interdiction des transferts d’armes seulement “s’il existe un risque prépondérant” d’utilisation— portant atteinte à la paix et à la sécurité ou pouvant servir à commettre des violations du droit international humanitaire et des droits humains et autres infractions aux regard des conventions internationales —, le traité ouvre la porte à des interprétations sans contrôle possible. Les Etats pourront toujours se targuer du droit à la légitime défense, reconnu dans l’article 51 de la Charte des Nations unies, voire même du risque terroriste, pour justifier telle ou telle exportation de système d’armement.

De fait, les auteurs du traité restent au milieu du gué en focalisant sur les trafics illicites plutôt qu’en limitant fortement le commerce “légal”, répondant ainsi au souhait des principaux Etats exportateurs, pour qui, l’objectif prioritaire était de limiter la concurrence déloyale, en imposant une réglementation plus stricte aux concurrents du Sud, d’Europe de l’Est et d’Asie. Mais certainement pas de diminuer leurs flux d’armes colossaux qui contribuent à alimenter les conflits et l’instabilité croissante de nos sociétés. De même, l’absence de référence, dans les critères d’évaluation avant tout transfert, au développement des droits économiques et sociaux que cet achat d’arme viendrait contrecarrer, est une grave entorse à cette “règle d’or” exigée par la coalition “Contrôlez les armes”. Et sur plusieurs autres points — comme, par exemple, l’absence d’obligation de transparence ou l’exclusion des accords de coopération entre deux Etats du champ d’application —, le traité n’est pas à la hauteur des enjeux. »

Le pape François et la dictature argentine: un nouveau scandale menace le Vatican

Plusieurs journalistes et chercheurs argentins l'accusent d'avoir collaboré avec les militaires, notamment d’avoir facilité le kidnapping de deux prêtres et d'avoir fermé les yeux sur l’enlèvement d’enfants de dissidents pendant la dictature de Videla.

En prenant la relève de Benoît XVI, l’Argentin Jorge Mario Bergoglio, devenu mardi le pape François, hérite d’un Vatican en crise et d’une Eglise accusée de corruption. Mais l’institution dont il prend la tête n’est pas la seule sous attaque. Bergoglio lui-même est incriminé par plusieurs journalistes et chercheurs dans son pays pour avoir collaboré avec la dictature militaire entre 1976 et 1983. Le nouveau pape, de son côté, a toujours nié ces accusations, dont celle d’avoir facilité le kidnapping de deux prêtres au début de la dictature de Jorge Rafael Videla. Provincial (responsable) de l’ordre jésuite d’Argentine entre 1973 et 1979, il aurait dénoncé Orlando Yorio et Francisco Jalics, ou du moins implicitement permis leur arrestation.

 

Cette imputation a d’abord été évoquée en 1986 par Emilio Mignone, alors président du Centre d’études légales et sociales, une organisation non-gouvernementale de défense des droits de l’homme créée contre la Junte. Dans son livre Iglesia y Dictadura («Eglise et dictature»), Mignone prenait l’exemple de Bergoglio pour illustrer «la sinistre complicité» de religieux avec les militaires, affirmant que le supérieur jésuite avait «donné son feu vert» pour l’arrestation des prêtres.

 

Disparus pendant cinq mois, Orlando Yorio et Francisco Jalics avaient mis en place une mission dans le quartier défavorisé de Bajo Flores. Bergoglio leur aurait demandé de partir à la veille du coup d’Etat militaire. Ceux-ci ayant refusé, il leur aurait intimé de quitter la Compagnie de Jésus afin de pouvoir lui désobéir.

 

Une semaine avant d’être arrêtés, ceux-ci s’étaient donc vus confisquer leur sacerdoce, un geste qui leur retirait la protection de l’Eglise. Après leur libération, seul Yorio avait accepté de s’exprimer sur la question. Interviewé par le journaliste (très anticlérical) Horacio Verbitsky, il affirmait que Bergoglio avait fait en sorte qu’aucun évêque de la région n’accepte de les rattacher à son diocèse, une fois privés de leur sacerdoce.

«Tous nous recevaient, se souvenait Yorio, depuis décédé, mais très vite, leur arrivait un avertissement qui parlait de graves secrets contre nous, ce qui les empêchait de nous accueillir dans leur diocèse. Quand on leur demandait pourquoi, ils nous répondaient qu’on devrait poser la question à notre Provincial.» Le prêtre ajoutait «douter que Bergoglio nous ait libérés, au contraire.»

A cause de ces accusations, le chef jésuite devenu archevêque de Buenos Aires a dû témoigner au procès intenté au nom des deux jésuites contre la dictature, en 2010. Bergoglio s’est défendu en affirmant qu’il n’avait jamais mis les pieds à l’Ecole supérieure de mécanique de l’armée, le centre de torture militaire sous la Junte. Jalics et Yorio «savaient très bien qu’ils risquaient de finir dans un fossé», avait-il poursuivi face à l’avocat de l’accusation.

Dans le livre Le Jésuite: Conversations avec le cardinal Jorge Bergoglio, les journalistes Sergio Rubin et Francesca Ambrogetti avaient voulu savoir pourquoi l’ancien cardinal avait attendu si longtemps avant de réfuter les charges de collaboration faites à son encontre: «Je ne voulais pas jouer leur jeu, mais je n’ai rien à cacher», avait-il répondu.

Le vol d’enfants sous la dictature

Autre chef d’accusation contre le nouveau pape: il aurait fermé les yeux sur l’enlèvement d’enfants de dissidents pendant la dictature. «Pourquoi ne citez-vous pas Bergoglio à comparaître?», s'était enquise, lors d’un autre procès contre la Junte, Estela de la Cuadra, fille de la première présidente des Grands-mères de la place de Mai, la célèbre association qui cherche à retrouver les enfants volés aux victimes du régime militaire.

Estela, dont la sœur Elena est une «desaparecida», possède des lettres envoyées par son père à Bergoglio quand il était à la tête des jésuites. Il y demande de l’aide pour retrouver sa fille et sa petite-fille, celle-ci étant née après l’enlèvement. «Comment se fait-il qu’il prétende n’être au courant du vol d’enfants que depuis dix ans?», demandait Estela à la justice argentine en 2011.

Encore une fois, l’ancien cardinal argentin a été appelé devant les juges. Les Grands-mères de la place de Mai viennent de mettre son témoignage en ligne: Bergoglio y confirme s’être entretenu avec le père de la Cuadra mais ne pas se souvenir qu’il ait été question d’un nouveau-né [PDF].

Dans une de ses réponses, il assure que «ce n’est qu’après bien des années, et à travers différents modes de communication, qu'(il a) appris qu’une des filles de M. de la Cuadra, nommée Elena, aurait accouché pendant sa captivité».

La dissimulation des camps de torture de l’Esma

Horacio Verbitsky, l’un des premiers journalistes à relayer les accusations contre Bergoglio dans l’affaire des prêtres jésuites, porte un dernier coup à l’image du pontife avec son enquête El Silencio.

Publié très à propos juste après l’élection de Ratzinger au Saint-Siège, le livre raconte l’histoire de l’île du Tigre où les prisonniers du camp de torture de l’Esma avaient été cachés de la Commission interaméricaine des droits de l’homme à la fin des années 1970. Verbitsky rapporte qu’à l’origine, l’île appartenait à l’archevêché de Buenos Aires. Elle aurait été vendue à l’armée argentine, sous un faux nom, par un religieux alors secrétaire du vicariat militaire, Emilio Teodoro Grasselli. Encore une fois, Bergoglio nie avoir eu connaissance de l’existence de l’île.

Alors, compromis avec la dictature argentine, le nouveau pape? Probablement pas plus que la hiérarchie religieuse du pays, passive, indifférente à l’horreur, sinon complice de la Junte. La morale peut condamner Jorge Bergoglio. L’histoire aussi: «Elle le montre comme quelqu’un d’opposé à toutes les innovations de l’Eglise, et surtout, pendant la dictature, on le découvre très proche du pouvoir militaire», a affirmé Horacio Mallimaci, l’ancien doyen de l’université de sciences sociales de l’université de Buenos Aires, au sujet de l’ancien cardinal argentin.

Mais la réalité de la vie sous la dictature argentine a placé beaucoup de monde dans une situation grise. Il était dangereux à ce moment de parler et de risquer d'être qualifié de subversif. Beaucoup, y compris des prêtres, l'ont fait et ont ensuite disparu, comme 30.000 Argentins.

Ceux qui, sans doute comme Bergoglio, n’ont pas fait un geste ont par la suite eu à vivre avec leur conscience. Ce n’est pas sans raison que l'église catholique argentine a fait des excuses publiques pour son incapacité à prendre position contre les généraux. «Nous voulons confesser devant Dieu, nous avons tout fait mal», a expliqué la Conférence épiscopale argentine en 2000.

Bergoglio, lui n’a jamais été accusé devant la justice argentine et n’a comparu que comme témoin; il a répondu aux charges dont on l’incrimine, et a été décrit comme «libéral» par certains de ses pairs (même s’il n’a pas adhéré à la Théologie de la libération), notamment dans des câbles diplomatiques publiés par Wikileaks. Pour autant, sa nomination ne risque pas de calmer les scandales liés au Vatican.

Spécialisé dans la chasse au plagiat, Martin Heidingsfelder est un justicier d'un nouveau genre qui gagne sa vie en traquant la fraude aux titres universitaires. Sa dernière victime : Annette Schavan, la ministre de la Recherche, acculée à la démission le 9 février. Sa prochaine cible : Angela Merkel.

Un montant à cinq chiffres, voilà ce qu'un client a proposé à Martin Heidingsfelder s'il réussissait à prouver qu'Angela Merkel s'est rendue coupable de plagiat dans sa thèse de doctorat. Pour l'heure, le spécialiste refuse de dire où il en est dans ses recherches. Il est débordé de travail. "J'ai tellement de demandes que je n'en vois pas le bout", explique-t-il. Martin Heidingsfelder est chasseur de plagiat professionnel. Les gens le paient pour passer au peigne fin les travaux universitaires de personnalités politiques. Parmi ses clients figurent des particuliers, de grands médias, mais aussi des personnes du monde politique.

 

Jusqu'à présent, la recherche de plagiat était essentiellement exécuté par des internautes militants et bénévoles. Leurs découvertes ont mis fin à plusieurs carrières. En 2011, Karl-Theodor zu Guttenberg (CSU) a dû renoncer à son titre de docteur, ainsi qu'à son poste de ministre [chrétien-social] de la Défense. Le 5 février dernier, c'est Annette Schavan (CDU) [ministre chrétienne-démocrate de l'Education et de la Recherche et amie personnelle d'Angela Merkel] qui s'est vu retirer son titre de docteur par l'université de Düsseldorf. [Acculée politiquement à la démission le 9 février, elle réfute l'accusation de plagiat et porte plainte contre le retrait de son titre universitaire.] Plusieurs internautes avaient pourtant pris sa défense, mais Martin Heidingsfelder a ouvert un site – SchavanPlag Wiki – qui a révélé des preuves de plagiat de plus en plus nombreuses à l'encontre de la ministre.

 

Heidingsfelder a fait de la chasse au plagiat une véritable entreprise. Chaque analyse préliminaire est facturée environ 300 euros. Pour ce prix, il se procure le document incriminé, le scanne et l'examine à l'aide d'un logiciel spécialisé. Il estime chaque journée de travail supplémentaire à 500 euros. Les motivations de ses clients sont variées. "Il y a des histoires personnelles, parfois des questions d'honneur, parfois des gens qui veulent prouver à d'autres qu'ils ont fondé leur vie sur la fraude." Une chose est sûre : ses clients sont prêts à payer très cher pour prouver la culpabilité de personnalités politiques célèbres.

 

Un site qui fonctionne sur le principe du "crowdsourcing"

 

Heidingsfelder se concentre pour l'instant sur la fraude aux titres universitaires parmi les candidats aux élections législatives régionales et fédérales de 2013 [cinq scrutins au total, voir encadré]. Pour ce faire, il a créé le mois dernier un site – PolitPlag – avec la liste des personnes visées. Parmi elles se trouvent la ministre [chrétienne-démocrate] du Travail, Ursula von der Leyen (CDU), ainsi que le président fédéral des libéraux, Philipp Rösler (FDP). Le site fonctionne sur le principe du crowdsourcing : les utilisateurs versent une certaine somme à Heidingsfelder avec le nom du candidat aux élections qu'ils souhaitent voir examiné. Le versement minimal est de 20 euros. Une fois qu'un nom a rassemblé suffisamment de fonds, le travail de vérification peut commencer. "Pour tous les candidats – même ceux pour lesquels il manque de l'argent – nous avons trouvé un moyen de vérifier leur travail", peut-on lire sur le site Internet. Heidingsfelder et ses trois collaborateurs ont déjà 80 thèses de doctorat à examiner.

 

Les opposants aux internautes anonymes chasseurs de plagiats considèrent le travail rétribué tel qu'il se pratique sur PolitPlag comme un progrès. "Les personnes qui se trouvent dans le viseur sont peut-être choisies pour de basses motivations, mais le fautif n'en est pas moins fautif", explique Volker Rieble, expert juridique dans le domaine. Quelles que soient les motivations, les chasseurs de plagiat ont objectivement un effet positif sur la recherche scientifique. Par ailleurs, leur travail permet d'échapper au manque de transparence des réseaux anonymes et d'identifier clairement les accusations.

 

Martin Heidingsfelder est lui-même un ancien chasseur anonyme. En mars 2011, sous le nom de Goalgetter, il crée la plate-forme VroniPlag, qui doit permettre à un groupe d'internautes militants de démasquer les plagiats des responsables politiques. Ils se font connaître en 2011 en révélant les fraudes de deux eurodéputés libéraux, Silvana Koch-Mehrin et Jorgo Chatzimarkakis [tous deux FDP – ils ont respectivement perdu en juin et juillet 2011 leur titre universitaire de docteur]. La presse allemande parle alors de la nouvelle démocratie Internet et du pouvoir des masses anonymes. Le nom de Martin Heidingsfelder apparaît sur plusieurs forums. Il décide de rendre ses activités publiques. A l'époque, il affirme ne pas être motivé par l'argent. Ses relations avec les autres militants deviennent toutefois tendues et il finit par rompre avec eux. En novembre 2011, il s'installe comme chasseur de plagiat indépendant. "La recherche de plagiat me prend beaucoup de temps. Il faut bien que je vive de quelque chose", explique-t-il aujourd'hui.

 

Son changement d'attitude envers l'argent lui vaut les critiques de ses anciens compagnons. "C'est tout à fait lui de chercher à faire du fric", écrit un internaute sur le site du réseau VroniPlag (toujours anonyme) à propos du dernier projet de Martin Heidingsfelder. Lui-même se sent souvent persécuté. PolitPlag est régulièrement victime d'attaques de spams. Heidingsfelder serait pourtant prêt à partager ses bénéfices avec d'autres chasseurs de plagiat. "S'il n'y avait pas tant de trolls sur PolitPlag, les gens qui s'intéressent vraiment à la question pourraient participer", explique-t-il. Ils pourraient également toucher leur part du gâteau.

CONTEXTE — Une croisade pour la probité des élus

 

 

La démission rapide de la ministre de l'Education et de la Recherche, Annette Schavan (CDU)– au profit de Johanna Wanka (CDU) –, s'inscrit dans la campagne naissante pour les élections au Bundestag qui se tiendront le 22 septembre. Bien que respectée par toute la classe politique, cette proche d'Angela Merkel ne pouvait ni poursuivre sereinement sa mission, qui implique de nombreux contacts avec la sphère scientifique, ni compliquer l'accession de la chancelière à un troisième mandat.

 

L'année 2013 est une année à fort enjeu élecrotal, durant laquelle se succéderont cinq consultations. Toute la démarche de Martin Heidingsfelder s'inscrit dans une croisade d'un nouveau genre pour la probité des élus. Martin Heidingsfelder lui-même est candidat aux élections législatives régionales de Bavière le 15 septembre prochain. Inscrit au Parti social-démocrate (SPD) jusqu'en octobre 2012, Heidingsfelder, 47 ans, défendra cette fois les couleurs du Parti des pirates. Interrogé récemment sur cette mutation politique, il répondait : "J'accroche davantage avec les Pirates qu'avec le SPD parce qu'ils sont des adeptes de la démocratie de base."

 

Dans un entretien accordé au quotidien régional Hamburger Morgenpost, Heidingsfelder confie : "Bien avant que je milite avec les Pirates, j'avais une double appartenance politique – ce que personne, au SPD, ne savait. Une nuit, j'ai démissionné et, moins de dix heures après, j'apparaissais sur la liste des Pirates." Parmi ses dernières confidences, on relève également qu'il a actuellement une quarantaine de livres à examiner, dont une quinzaine écrits par des députés. Sur ses propres chances en politique, il avoue qu'elles sont "minimes", mais il estime pouvoir rapporter aux Pirates bavarois des voix supplémentaires émanant des rangs conservateurs. Son avenir semble axé sur la chasse professionnelle au plagiat et, peut-être, l'offre lui en ayant été faite, rédigera-t-il une thèse de doctorat...
